След шестмесечен период на изчакване и добра воля, най-голямото световно издателство за наука и върхови технологии Elsevier e изключило българските висши училища и научни институции от достъп до базите данни ScienceDirect и Scopus. Причината е, че Министерството на образованието и науката не е изпълнило своята част от споразумението с Elsevier за периода 2017-2019.
Българските членове на редколегиите на международни научни периодични издания на Elsevier са получили писмо от издателството, че МОН не е превело дължимите средства поради забавяне на правителствено равнище. Въпреки че забавянето трае над шест месеца, като знак на добра воля, Elsevier е продължило да осигурява безплатен достъп и през първото полугодие на 2017г.
Не е никаква тайна, че науката и високите технологии никога не са били измежду любимите деца на българските управляващи, но събитието представлява нов звучен шамар и поредния черен PR за страната точно преди поемане на председателството на Съвета на Европейския съюз!
А ето и текстът на писмото:
Dear Professor XXXXX,
I am writing to you in your capacity as an Elsevier Editorial Board Member of XXXXX. You may be aware that the Bulgarian Ministry of Education & Science and Elsevier have reached an agreement for access to Elsevier’s ScienceDirect and Scopus databases for 2017-2019. Unfortunately, the Ministry has been unable to execute on the agreement due to a delay in the allocation of funds at a government level. This notwithstanding, Elsevier has continued to provide free access through the first six months of 2017, and has been working closely with the Ministry to find a solution for this unfortunate situation, alas so far without success.
As a consequence, access to content published in 2017 and beyond is currently closed. Both parties very much regret this situation as we both see our long-standing relationship as a very successful one.
I am writing to reassure you that both the Ministry and Elsevier will continue to collaborate in order to find a sustainable solution and restore full access as soon as possible.
